Naval Base Expansion Program
Saudi Arabia


The United States Corps of Engineers, on behalf of the Saudi Arabian Government, invited BASIL to design two Naval Bases in Jeddah and Jubail and a Naval Headquarters complex in Riyadh. The project consisted of the following:

Site selection, area surveys, geophysical studies, master planning, architectural, structural, mechanical and electrical design.

The project provides for the complete repair of ships up to 10,000 tons on two 2,000 stremma man-made off-shore islands, (one at Jubail the other at Jeddah), each equipped with Syncrolift dry docking, ammunitions storage and various industrial/maintenance facilities. In addition, the projects include Operations, Telecommunications and Administration buildings, personnel quarters, family housing units, sports and recreational facilities, mosques, schools, two 150-bed hospitals (at Jeddah and Jubail) and numerous clinics and first aid posts, shopping centers as well as the Headquarters complex at Riyadh with a 7,000 sq m underground Command Center equipped with the latest communications and operations technology.

Utilities include two 75 MW Power Plants, two 20,000 cubic meter per day capacity Sewage Treatment Plants, a 30,000 cubic meter Water Treatment Plant (Jeddah), heating and air-conditioning units, 120,000,000 liter capacity fuel storage facilities, 900 kilometer road network (total for all three bases) incorporating highways and secondary roads.
